Are there any PC video conferencing programs that are compatible with
Apple's IChat?  Is NetMeeting compatible or CUSeeCMe for example?

Hello Gregoryew,

Hmm. From what I can see iChat is an Instant Messenger program

and not a video conferencing program. iChat AV on the other hand
  http://www.apple.com/ichat/
does include video conferencing but is only available as a beta
product. I assume you are referring to the latter.

There are several sites describing iChat AV, and all indicate that
iChat AV is not compatible with neither application you mention nor
with AIM Chat. As a result, I would suggest
 - wait for a new version that is compatible with other systems
 - look at another application
Do you want to consider an answer to the latter option (another
application) or not?

Yes, is there another video conferencing system which is compatible
with both Macintosh and PC Compatible computers?  One which is fairly
inexpensive or free?  Thanks for your help.

"Video conferencing standard H.323 offers real-time, cross platform
communications linking Mac and Windows users together."

solution for you; although I am curious about which software you have
chosen and why.

Here is the answer: 

Nowadays neither IChat nor IChatAV sofware have a feature that let you
have a video conference with a PC.
The solution for have this kind of service is to use another video
conferencing system which is compatible with both Macintosh and PC
Compatible computers.

I found the following software, they appear to fit the profile:
