It is possible, by using a Java Applet. Would you be interested in
seeing a working example and the code?

Hi there,

I have successfully used the free version of NavBar for the last few
years, as seen at the top of this page:
http://www.survive2012.com

Download the zip file on this page - it contains all the code and
information you need;
http://javaboutique.internet.com/NavBar/

The makers of the script have many more solutions at their site:

NavSurf
http://navsurf.com/

If the above doesn't fulfill your needs, just let me know in a
clarification and I'll find something that better suits.

Best wishes,
