is this the time to book propane for next winter at 88 cents per
gallon or will it get cheaper in the next 4 to 5 months?

I don't think any Researcher can tell you for sure. However, as the
chart in the middle of this page makes clear, propane prices closely
track crude oil prices:
http://www.eia.doe.gov/pub/oil_gas/petroleum/analysis_publications/propane_prices_brochure/propbro.html

So if you think prices of crude oil will rise, buy now.  If you think
they'll drop, wait.
