A recent newspaper article referred to a document supposedly
authorized by Pope John XXIII and titled "Crimine Solicitationis." 
Where can I find either a Latin or English translation of this
document.

Are you sure about the title?  A search on the Vatican web site did
not reveal any such document

the title of the article is correct, I think, I got it from a news
article.  See the comment by one of the researchers.

The full name of this document is "Instructio De Modo Procedendi in
Causis De Crimine Sollicitationis."

I found the document, in both Latin and English, on the website of CBS
News.

My search strategy in locating these documents consisted of a visit to
the CBS News website. I searched the site using the keywords "vatican"
and "documents," which took me to a news story that included this,
with the links I've posted above:

"Here is the secret Vatican document that instructs bishops to cover
up sex crimes by priests. Below are the original Latin version and an
unofficial English translation provided to CBS News."
