Ok, odd question.. will try my best to explain.. please request
clarification if needed.

I may be interested in moving to a different country (I live in the
U.S. now). I have heard many people retire and move to a different
country because of lower cost-of-living. I'm not interested in
retiring, but I can make an income of around $1000/month purely
online, and my main focus would be software development so it is
irrelevant to me the country I live in. The cheaper the cost of
living, the less time I have to spend paying bills, and the more time
I can spend on software development.

I have a few requirements though:
1. Comparatively (to US) Real estate is cheap, electricity is cheap,
water/sewage is plentiful.
2. Internet: 128k up/256k down is available for under $200/month (not
used for hosting)
3. Country does not have any government policy that would prevent me
from running a sole-proprietorship home business (ex. communist).
4. Has immigration policies that would allow a U.S. citizen to become
a ____ citizen, or allow me to live there for an extended period of
time (2 years).
5. No "3rd world" countries, quality of life (outside my house) must
be good.

I am looking for a list of 3 countries that would be top candidates in
the researchers opinion (with explanations why).

Also, I would be interested in any urls you find along the way that
detail the "retirement immigration phenomenon".

1: I realize this is a tough question to research, if it is the wrong
category please let me know.
2: Detailed answer = big tip. I haven't researched this, so any and
all relevant info is great.

Hello gllen-ga:

Thanks for asking such an interesting question. In my response, I have
tried to be short and concise rather than provide you with a lengthy
answer that is irrelevant. But this doesn’t mean that this is the
final answer. If you like, please clarify and I will respond again.

After researching the three most important factors that includes cost
of living in a country, cost of internet usage and quality of life, I
have been able to sort out the list of three countries that will be
best suited to your goals.

These are Australia/NZ, Canada and Spain.

Why didn’t I include any Asian countries or an Eastern European
country that would be suitable for your cause?

The reason being that either the cost of living in the major cities of
these countries is too high (England, Germany, Japan, France,
Scandinavia), either the internet costs are too high ( Belgium,
Hungary, Czech Republic ) OR the quality of life is not great (mostly
East Europe).

I chose the above mentioned countries for the three major factors that
makes them fit for your needs. As I understand that you will be using
the internet on a regular base and will be depended on an online
business therefore it is important that you are able to access the
internet facilities from your location and at the same time are able
to access the facilities commonly available in any US city (quality of
life). There are some Scandinavian, Asian and East European countries
that made my list but than again the major cities of these countries
have a high cost of living and the minor cities aren’t equipped with
appropriate internet facilities.

REASON FOR CHOOSING 

Australia/NZ

The cost of living in the major cities are among the cheapest in the
major cities of the world. Consider Melbourne, Brisbane, Adelaide, and
Perth occupying positions 111, 121, 124, and 126 respectively in the
annual survey by Mercer HR  http://www.finfacts.ie/costofliving.htm.
While Auckland and Wellington are ranked 115 and 117 respectively.
Only Sydney is in the 67th position. The internet usage cost in
Australia is very much the same as in the US while NZ have just a
little higher costs. See the survey by logging onto

usage at peak times’ .
For quality of life in the major cities worldwide, cities in this
region rate among the best . Australian and New with five appearing in
the top 25. Sydney claims joint 5th place with Auckland (105).
Melbourne scores 103.5 and Perth has a score of 103. See survey

Canada
The cost of living in the major Canadian cities is a lot less than the
other major cities worldwide. Consider the fact that none of those
surveyed appeared in the world’s 100 most expensive cities. Toronto
and Vancouver are positioned at 104th (64.9), and 110th place (63.2)
respectively. Ottawa is the least expensive Canadian city and takes
position 127 in the survey, with a score of 57.2. See survey results

relative to the US is just a little more.

Canada continues to score well with four cities in the top 25 among
the major cities around the world. Vancouver is ranked in 2nd position
(106), followed by Toronto ranked 12th (104), Ottawa at 20th place

Spain
The reason for choosing Spain is that the cost of living in its major
cities is relatively cheaper than the other developed countries in the
world. Consider Barcelona and Madrid which ranked 81 and 86
respectively among the world major cities surveyed. Compare it with
the major cities of the other countries and you will notice that
either all of the major cities rate high on cost of living or some of
the cities rate high. From the survey results of Spain, it can be
assumed that the cost of living in any other location in Spain will be

the same as of the US but only the telephone usage charge is greater
while the internet service provider costs are even cheaper. See the

is no specific mention of the Spanish cities in the survey report at

Usually all of the above mentioned countries have a long history of
immigration and their policies are friendlier to the natives of other

Great minds think alike.  I ran across your question whilst
researching a quite similar scenario of my own.  As a telecommuter
myself, I have envisioned living abroad whilst maintaining my small
business the States.  I appreciate all the useful info that Leader
brought forth¡Kbig thanks.  One difference between our plights is that
I have already chosen Australia as my final destinations do to the
experiences and people that I¡¦ve met in my travels abroad.

Australian folk are some of the most friendly and genuine people that
I¡¦ve encountered.  I have a few Aussie friends in Melbourne and
Sydney, and have spoken and written w/ them in detail about my exodus.
 Here¡¦s a little info that might be useful to you:

Broad Band Phone Company: I¡¦ve spoken w/ them several times, and
they¡¦ll allow you to maintain US phone # ¡Kw/ the Area Code of your
choosing¡Kyou can possibly keep your existing #.  They also offer an
unlimited long distance - Small Business plans ļ  - I will probably
start using them w/ in a few months¡KI¡¦m going to get things up an
running before the move so I can transfer business #¡¦s.

I have run into a few snags w/ Immigration.  A few things I¡¦ve found
out are that non-Commonwealth members are not allowed to seek a work
visa.  The only visas that you¡¦ll be able to get is most likely a
travel visa, and then risk it for a bit until you can apply for
permanent residence or citizen status.  You might be able to acquire a
business visa of some type, but after speaking w/ Immigration
officers, I¡¦ve found that is unlikely.

Just a little correction -

At least for Czech Republic it is not true, I'm just surfing from
unmetered 512/256k line for less than 40USD/month.

Assumption about internet price is propably based on OECD internet
cost comparison, based on price for 40 hours of dialup internet
access.

In case of permanent or semi-permanent access other means of
connection (cable, DSL, wireless) are not only more apropirate, but
may be much cheaper.
