Hi! Thanks for the question.

Here is a definition of a state college.

State College - "colleges and universities that receive funding from
state taxes to pay part of operating costs."

Hi! Thanks for asking a clarification before making a rating.

It seems that I was able to answer your original question to the
fullest. I will try to provide additional information.

According to the US Embassy website in Jakarta the following is a
distinction between a college and university.

"Although there are a few differences between a 'college' and a
'university', the two words are used interchangeably in American
English. Americans very often used the word 'school' to describe any
place where people learn, including a college or a university."

"A college can be a two year or a four year institution. A four year
college will offer a bachelor's degree and perhaps one or two master's
degrees. A university also offers a four year bachelor's degree and
many advanced degrees (master's or doctorate)."

Even the first link I gave you provided this definition of a
university.

"University: higher education institution that usually offers
four-year degrees, as well as degrees beyond the baccalaureate level
(i.e.,
graduate and professional degrees). They may also offer two-year
degrees."

I hope that these additional information enhances my original answer.
