I found the following household containing a Sarah FOX of the right
age in Polk Co, Missouri in the 1860 US Federal Census:

John FOX 7 b. Mo
Frances FOX 5 b. Mo
George FOX 11m b. Mo
Unfortunately, this has her birth place as Tennessee. However, I note
that her entry with her husband William G ROSE in the 1881 Census
staes she WAS born in TN. Also that both of her parents were born in
TN. So it does seem likely that this is your Sarah P FOX, although I
cannot confirm it.
The interesting thing is that in Madison Township (Series: M653 Roll:
641 Page: 217) there is a household with a Charles C. FOX (aged 20),
and in the same household is a "Parthena WILLIAMS" (aged 11). Odd
coincidence - I guess the name was common in that area.
By 1871, Thomas FOX (with wife Delila J) and was a County Judge,
although by that time Sarah had, of course, long since left home.
Birthplaces of children shown in that census confirm that the family
moved from Tennessee to Missouri in about 1852-1854. I thought at
first this was a second wife. However, a quick check in the IGI at
www.familysearch.org shows the following:
Thomas FOX m: 31 Oct 1849 Williamson TN Delilah Jane WALKER
The type of batch number indicates that this records was submitted by
an LDS church member, and therefore needs verification. However, at a
first pass, I think I would hazard an (educated - I hope) guess that
these are indeed your Sarah Parthena ROSE's parents, i.e. Thomas ROSE
(b. c1818 TN) and Delilah Jane nee WALKER (b. c1822 TN). It will at
least provide you with a starting point in your research.
Unfortunately, I have been unable to locate this FOX family in 1850 or
earlier census records.
