I am looking for a circuit or delay relay to handle a 12 volt lighting
system on a motorcycle.  I need the circuit to activate (start delay)
upon turning on the ignition switch.  After the delay, the relay or
circuit would allow the lights to come on.  When ignition switch is
turned off, all power is shut down.
This is to allow the motorcycle system not to have the increased amp
draw upon starting.

There are many off the shelf components that will work with very
little wiring. What you seek is called a 'delay on make' timer. When
power is applied, the timing starts, at the end of the time the load
(lights) come on. I can give you several sources where this part would
cost under $30. Let me know if you would like more info/answer.
