I need articles or factual information in tables on how much  the
donor may pay the counterpart staff in development projects. The fact
is as we know the counterpart may earn just about  one per cent of the
epat earnings in development projects. I am most interested in the
European Union practices. I recall the EU office in Vietnam a few
years ago published a tariff list of how much they recommend the
counterpart staff to get.
