for a detailed explanation for what i want.

Well i talked to a buddy of mine today who drives in NJ, he said the
state gave him a special permission to drive alone with his learner's
permit. He said his dad did it for him.

Well I know its the law to have your permit for at least 6months
before getting a driver's license. But also, all over the DMV website
i see that some exemptions are made for different things if there is a
reason for it. Well I do not have a choice now but to be able to drive
around alone. My sister is moving to tennessee and i would be living
in the apartment and going to school partime. Even if i found a way to
get to campus, it would still be hard to survive without a car.
(Grocery shopping, etc, I would be basically stuck)

Well i kind of have some hope since a buddy of mine got the exemption
on his permit that lets him drive alone. I want you to make some more
calls for me and try to go towards this exemption route instead of the
get license faster route.

Here are some numbers you could try. Just ask for Diane Legreide or
someone who has power?? I saw these numbers/names on DMV website so
maybe they could help? I really need a way to get around. I do not
know what else to do :( This is a big problem for me. Thanks --

Hi -

Your friend is most likely driving illegally, as far as I can tell.  

There are many people that survive without cars.  They take busses,
they walk, they bike.  In fact, a good number of people in NYC live
this way.  I would suggest doing that for 6 months until you get your
license.  Try to move as close to the campus and a grocery store as
possible, and buy a regular bike.  Where there is a will, there is a
way. :)

Hello -

I talked to Diane's secretary.  

As of January 1, 2001, there was a law enacted called the Graduated
Drivers License [GDL] program law.  One of its very purposes is to
mandate supervised driving for those with learner's permits.  The
person you're driving with must be 21 years older, licensed for at
least 3 years.  Allowing someone to drive without supervision would be
defeating the entire purpose of the GDL law.

The DMV has NO jurisdiction over this law and is not above this law. 
They cannot legally make any exemptions to it.

The only provision for exemptions of *any* kind is in certain
emergency-oriented situations, a person may drive before 5 AM and
after 11PM, which are the usually restricted hours for driving.

Your friend is either:

A) driving illegally and thinks otherwise
B) perhaps got his permit before this law, where there might have been
different rules

Three individual people at that office have told me the same thing. 
Diane's secretary is actually going to check with her legal staff and
call me back if there are any potential exemptions to this.

confirmed, there are no such exemptions from this law.
