I'm looking for a simple, chart-form breakdown of the FY 2000, 2002,
2003,  federal budget....I realize that with this level of simplicity
a lot of things will be omitted, but I really would like to know how
much was spent (relative to everything else) on the military, social
security, medicare, homeland security, social programs (public
housing, food stamps, welfare, etc), education, and interest on the
national debt, and any other big expenditures which I cannot think of
right now.

I actually looked at the website you recommended already.  However,
I'm wondering if there is an independant (NOT OMB) org that puts this
sort of info into an easy, readable format....also the year is not
that important, I just put three different ones for comparison
purposes....any year in the last 2-3 works.

You might want to try this site for starters:

http://w3.access.gpo.gov/usbudget/fy2001/guide02.html

which details the 2001 federal budget.  There is probably similar
information out there for the other years that you're interested in.
