How high is the annual spending on ICT for education (primary and
secondary) in France? (2002 or 2003 - or both)

Hi Joliette

There don't seem to be figures available for primary schools, only for
collèges and lycées which, as you probably know, are roughly
equivalent to UK middle and secondary/high schools or US junior and
senior high.

For collèges and lycées, I could offer you the 2002 and 2003 education
budget for two categories of spending:

# ITC for teaching - new technology projects
# purchase of software and maintenance of hardware and new technology

Searching also turned up:

# figures for special additional ITC funds for 2003-4, of which a
reasonable proportion will go to primary schools
# information on pupil/PC ratios in primary and secondary schools for
2002 and targets for the future
# number of schools connected to the net in 2002

If an answer like that would meet your needs, please let me know and
I'll be happy to write up the details.

your findings seem very interesting to me! 
I guess that the first two numbers you mentioned:

# ITC for teaching - new technology projects 
# purchase of software and maintenance of hardware and new technology 

refer to entire France?

The other figures you found are very helpful, too. 

If you can find anything about primary schools in the future, please let me know.

Yes, the figures are for the whole of France and are taken from a
government website, supplied by the "Ministère de l'Économie, des
Finances et de l'Industrie 04/2003".

While I was still looking for the budget figures above, I found some
other pieces of information.


* In 2003 and 2004 between 8 and 9 million Euros will be given to
special ICT measures
* 3 million of that will go to primary schools, especially those in
poorer areas.
* By 2007, secondary schools should have one PC for every three
pupils.
* By 2007, primary schools should have one PC for every ten pupils.

"L'effort est à porter, en priorité, sur les écoles primaires qui sont
peu équipées. Trois millions d'euros seront engagés dès cette année
pour améliorer l'équipement et la diffusion des nouvelles technologies
dans les écoles primaires. Ce budget sert avant tout à aider les
communes qui ont peu de moyens financiers." (L'AEF du 02/04/2003,
33002) "Entre 8 et 9 millions seront consacrés en 2003-2004 pour ce
plan" [...]. "D'ici 2007, les établissements du second degré devront
être équipés d'un ordinateur pour trois élèves et les écoles
primaires, d'un pour dix enfants", a précisé le ministre."

progress in ICT in schools.


Between 1997 and 2002:

"Growth in the total number of computers

In secondary schools: from 12 pupils per computer down to 6;
In middle schools: from 26 pupils per computer down to 14;
In primary schools: from 100 pupils per computer down to 23.

Network connectivity
--------------------

Up from 32% to 100% in secondary schools
Up from 11% to 91% in middle schools
Up from 0.6% to 50% in primary schools

School web sites
----------------

More than half of all middle and secondary schools now have their own
web sites. Primary school web sites and networks are also increasing
rapidly."

Search strategy

I started by searching with combinations of:

TIC  
budget euros millions etc.

but found that I needed to use:

TICE

and limit the search to government sites only.

So the key search was:
