I need a private instant messenger that supports chat, voice, video
and file transfer for up to 25 clients.. I have a server on the web
where this can be installed.. I wanted to know of a messenger of this
type in a budget of US$ 250-500.. Thanks.

You could try either one of these two chat programs:

Vedos Chat

Athena Interactive Video Conference
http://www.develcon.com/Athena_video/Video_Conference/Athena_Conference.html

Vedos chat is listed at $10/user up to 50 users, while Athena is
listed at $299. Hope this will help.
