Particularly with regard to electronic gift cards. For each Province:
1) does the province require holders to escheat the balances of
reloadable gift cards to the state?
2) if so what is the dormancy period?
3) does the province allow holders to levy service charges on the
cards?
4) if so what are the requirements/limitations of the charges?
