I want to start my own business selling ring tones on the Web. 
How/where can I buy the MIDI files to do this?  I'm looking for at
least 3 competitive providers with an extremely wide
selection/collection and who are constantly updating/adding the latest
songs and sounds

Although I'm sure that you've done your own research, I just want to
point out that the ring tone market is *extermely* saturated, and it
porbably wouldn't be a good idea to jump in unless you can offer
something new or different.

I would have to agree with afzh. I am the co-founder for one of the
largest Ringtone providers in the United States. It is a very
difficult business, especially trying to make a living off of  $2.00
transactions at a time. In addition, licensing the Ringtones can be
expensive and frustrating when there are so, so many sites offering
free/illegal Ringtones for download. I don't want to sound to
discouraging, but just wanted to give a reality check.
