I saw a rank on a Russian University once.  I am looking to find the
top 10 general universities in Russia.  If I must be more specific, it
would be those who are best in International Relations.  I would also

In Russia, the "classical universities" and Business Schools are
ranked in groups ["best," "good," and "poor"]  the ranking is not in
numerical order but by tier.

" Among the "classical universities" the best were Moscow and St.
Petersburg [in no order]; the next tier included [alphabetically:
Voronezh, Irkutsk, Kazan, Kemerov, Nizhnii Novgorod, Novgorod,
Novosibirsk, the Russian State Humanities University [the former
Higher Party School]; the Russian People's Friendship University
[formerly popularly known as Lumumba], and the state universities as
Rostov, Saratov, Tomsk, Tula, and Cheliabinsk as well as the Ural and
Chuvash state universities. Among the major universities given poor

This 1996 ranking seems to be the latest available.  If you read the
article in the link above, university ranking systems in Russia would
since appear to have descended into the realm of quicksand.

events and programs with western European and US schools.
