It is always difficult to estimate the value of an object without
having to see it, and its condition. The best thing for you would be
to try to get it evaluated by an expert, who could identify its
current market value in relation to its general condition (as you've
said, without the wooden base and the glass cover).
However, there are indications that might give you an estimate: -
In 1996, the Canadian House LUNDS Auctioneers & Appraisers Ltd. (See
Item 15, <http://www.lunds.com/auctions/archive/antique/roelant/roelant.htm>)
estimated an item similar to the one you describe (Lambrecht's brass
polymeter) at 200-400 CND [$140-300 USD].
As I mentioned before, these estimates often depend on the condition
of the item itself.
