we just rolled back the security update for everyone

The best solution we found in Russia is:

1. On computer with Office 2000 SP1 make search of files with mask
OUTLLIB*.DLL .
2. Copy C:\Program Files\Microsoft Office\OUTLLIB.DLL and C:\Program
Files\Microsoft Office\1049\OUTLLIBR.DLL (it's name and path depends
on language of Office)libraries to floppy disk.
3. Close all Outlook windows on computer with Office 2000 SP2 or
later.
3. Īn computer with Office 2000 SP2 or later rename the libraries
OUTLLIB.DLL and OUTLLIBR.DLL to OUTLLIB_OLD.DLL and OUTLLIBR_OLD.DLL
(to restore if something goes wrong)
4. On computer with Office 2000 SP2 or later paste the copied SP1
libraries instead of renamed SP2 libraries on their paths .
5. Start Outlook on computer with Office 2000 SP2 or later.

It works fine on Windows 2000 Professional with russian version of
Office 2000.

Hope this helps.
