The name Malop Tapaeng ( english translation:Under the tree) is
wright.May be try the name "Ganglaeng Thmei Yeung "Center for street
children always in Sihanoukville,Cambodia.It should be the same
Center.

I found the translation, "Ganglaeng Thmei Yeung" = "our new place", in
a  message posted by Francisco C. of Sihanoukville:

According to a web page, it is run by a "group of expats":

I have emailed the writer of the above passage, Unkle Bob's and the
Starfish Bakery. Hopefully one of the three will email me back with
further information.

The Starfish Bakery is part of the StarFish Project, run by a group of
volunteers in Sihanoukville.

They describe a typical project:

"An example on a slightly larger scale is the recently completed
project to provide simple communal housing for the abandoned elderly
and disabled of Sihanoukville.  We constructed a shelter for these
people on land already donated by the local Buddhist pagoda.  A few
thousand dollars is all that it took to make the difference."

I had a reply!

The organization used to me known as Ganglaeng Thmei Yeung, but is now
called Mlop Tapang ("under the tree"). Founding members include
Deirdre O'Shea from Starfish, Erling from Unkle Bob's, other residents
from Sihanoukville.

"We are a local non-government organization based in Sihanoukville
providing services for street-living and -working children. Primarily
we
provide access to education, housing, medical care and counseling
services. We also have a growing Response Network, trying to combat
sexual exploitation of children in cooperation with local
authorities."

They are in the process of building a web site,
www.under-the-tree.org, and
soon they will be able to receive e-mails at info@under-the-tree.org.

Friends/Mith Samlan (Phnom Penh) (http://www.streetfriends.org)
Founded in 1994 by three expatriates, Friends Mith Samlanh, with a
team of 134 Cambodian staff and 6 expatriate advisors is now providing
extensive and comprehensive services to an average of 1,500 street
children per day. Based in Phnom Penh its effective strategy is that
to work with local organizations in other parts of Cambodia to better
assist local children there.

Of the many organizations in Sihanoukville that have been contacted,
none offers an outreach program and short term shelter.

This projects it thus aimed at filling this gap while working in deep
cooperation with the other organizations.

Local NGO’S ( BICE, Krousar Thmei, Licadho): do offer assistance with
schooling (books, uniforms, etc), child protection, education and
assistance with human rights issues, but do not have premises that
children can access.

Don Bosco manages a technical school in Sihanoukville. In the next
phases of the project it will be possible to introduce the children to
the vocational training offered here.
	
COOPERATION
Bureau International Catholique Enfants (BICE)
Offers to the project support in working with child abuse issues and
to educate the children into what to do in potential dangerous
situations.

Licadho (Human Rights) 
Offers to the project support in setting up a child protection network
and list of contact numbers when needed.

Don Bosco, Krousar Thmei have communicated the interest in developing
closer links once the shelter is up and running (vocational training
above all, see Phase 3).
