Hello kristynplu,

Jesse Unruh said "Money is the mothers' milk of politics” when
He was Assembly speaker, right after he made a deal with new Governor
Ronald Reagan, to do away with the California Open Primary, in 1966.

Below I am providing online references where you may verify that my
answer is correct.

“Jesse Unruh said "money is the mothers' milk of politics..."
He said it when he was Assembly speaker, right after he made a deal
with new Governor Ronald Reagan, to do away with the California Open
Primary, in 1966. He and Reagan made the deal in order to consolidate
their political power within their respective parties, without being
bothered by the likes of pesky voter Primary preferences. Reagan was
a Conservative (goldwater) Republican; Unruh was a Liberal (Kennedy)
Democrat-- and arguably the most effective California Speaker of the
last hundred years.”

According to William A. Mayer, Editor and Publisher of Pipe Bomb News,
in the article “Towards A Second Term Part Two - Cashing In”, it was
Jesse Unruh who coined the phrase Money is the mother’s milk of
politics.

“Jesse M. Unruh, former Speaker of the California State Assembly
and legendary “Big Daddy”, made two of the most prescient
comments - ever - regarding politics.

On campaign contributions - “Money is the mother’s milk of
politics” and on lobbyists - “If you can’t eat their food,
drink their booze, screw their hookers and still vote against
them the next morning you don’t belong in politics”

The New York Times Magazine

William Safire on Language

“In an otherwise insightful thumb sucker about campaign finance, a
rosy-cheeked analyst at The New York Times quoted Tip O'Neill, the
late House Speaker, as having said, "Money is the mother's milk of
politics."

“Error in attribution; it was another large Democratic politician,
Jesse Unruh, the California State Treasurer, who uttered that immortal
apothegm."

Randall Unruh, editor of FlimFlam.com and son of the late Jess Unruh
stated that his father coined the phrase.

“My father, the late Jesse (Big Daddy) Unruh ("Money is the mother’s
milk of politics"), first ran for public office the year I was born. I
grew up with everyone from working class people to the most wealthy
and powerful people in America.”

In the first paragraph of my answer I mentioned that the year was 1996.

"Jesse Unruh said "Money is the mothers' milk of politics” when
He was Assembly speaker, right after he made a deal with new Governor
Ronald Reagan, to do away with the California Open Primary, in 1966."
