what is 700 to the power of 0.39 answer = effort
what is            Duration = (effort/3)3

I understand the first part of your question (the answer, by the way,
is 12.87), but could you please explain in more detail what you want
in terms of duration and effort?  Thanks.

((700^0.39) / 3) ^ 3  = 78.96 = Duration?

Since the answer = Effort
And, Effort = 700^0.39 = 12.87 
Then, Duration = (effort/3)3 = (12.87/3)3 =12.87
