I am seeking the name of a movie seen on tv at least 30 years ago
regarding a silver or gold robbery in a foreign country in which the
robbers melted the gold or silver into the front bumper of an
expensive car in order to smuggle the silver or gold out of the
country. They were caught when the bumper, due to its excessive
weight, fell off the car when it hit a bump when it was being driven
onto a boat to be exported to another country.

I have found a movie that is probably the one you are looking for. 
However, one plot detail varies from your recollection -- that is, the
robbery (of a train) takes place in California, not in a foreign
country.

Also, the only summary of the plot that I have been able to find does
not reveal that the bumper fell off when the car boarded a ship. 
Rather the description (but not necessarily the movie) ends with the
detail that another car hits the expensive getaway car (with the newly
installed bumpers) from behind and locks bumpers with it.

Does this sound like your movie?  If so, I will post an answer
promptly and describe how I found it.

Correction:  The robbery apparently takes place in Nevada, but most of
the action occurs in California.

No, I have been down this road before. I am familiar with the movie
you are describing and it is not it. The car was definitely being
driven onto a boat in a foreign, probably european, country.

Dear tide,

Is it possible that the car was a white 1964 Cadillac convertible? Is
it furthermore possible that the action took place in southern France
and in Italy? Also, was it a funny movie?

italy and france are possible but I doubt the 64 Caddilac since the
movie is at least 30-35 years old. I seem to remember a somewhat older
car as they were attempting to drive it on the ship.

Angeles, Eddie calls his sweetheart, Fran Werner (Jeanne Cooper), and
she meets them at a warehouse where they melt the gold and cast it
into hub caps and bumpers on a new Cadillac. As they drive onto the
freeway, heading for a boat in San Diego, they are struck from behind
by a car and the bumpers lock."

I believe scriptor is thinking of "Le corniaud" a french movie
released in 1965. The story is :
a naive guy is offered to drive a cadillac from Napoli (an italian
port) to Bordeaux (a french port). The cadillac bumpers are made from
gold, a huge diamond in the horn, drugs stuffed everywhere ...
