Are you asking about an art school in Scotland?  If yes, you must mean
something other than the Royal Scottish Academy.

The Royal Scottish Academy is a membership organization of artists,
not a school. There is no record of a James Fraser among current or
deceased members

I bought a BeautifulPaniting called View near loch lomond,Signed James
Fraser R.S.A. The painting is old I think it was painted around 1920
the way it looks I was told the scene is a place in scotland. I hope
this helps.

I've not been able to find any references to a Scottish painter called
James Fraser. Perhaps another researcher will know where best to look.
