I would like to find out the total cost of employment to a Mexican company for 
software engineers with the following experience levels and skillsets:

Junior software engineer (<3 years experience maybe a recent graduate)
Mid-level software engineer (>4 <7 years experience)
In both cases the engineers should have the following skills: Java, J2EE, Swing,
UML as a minimum.

I'm looking for the TOTAL cost of employment to the EMPLOYER not just the 
salary: includes social security, pension, health insurance, + any other 
benefits that are required or customary in Mexico. 

The answer should also discuss regional differences between the following three
geographical locations Quintana Roo (specifically Cancun), Monterrey and Mexico
City.

Hello -

Do you speak Spanish?  If so, I have 3 job sites that should have the
type of jobs you're looking for, plus an added document [in English]
with details on benefit information for Mexico.  Add these 2 things
together, and this should work.  I would get the job information
myself from the job sites, but I don't speak Spanish.  If this is an
option, let me know.  Otherwise, I'll continue to search for the
information concerning the other 2 cities.

engineering positions you've noted.

According to Manpower, a worldwide staffing authority, here are the
raw salaries for each city, on average, per month (without benefits):


Cancun
======
Entry: 20,000 pesos / ~$1831 USD
Mid-Level: 30,000 pesos / ~$2747 USD


Monterrey
=========
Entry: 30,000 pesos / ~$2747 USD
Mid-Level: 35,000 pesos / ~$3205 USD


Mexico City
===========
Entry: 15,000 pesos / ~$1374 USD
Mid-Level: 20,000 pesos / ~$1831 USD

incurred by the employer will be around 36%.  This includes social
security, housing fund, retirement fund, payroll tax, and substitutive

Sorry for the delay on this.  

I just received some more information that adds another 7% or so to
the total cost to the employer.  Please add that to your calculations.
 Also, this can vary a little based on salary.  I'm waiting on a
source that should hopefully give a little more information on that.
