Hi,

I am trying to find a rule-of-thumb for the size of a marketing
communications (advertising) department in a company that outsources
all its creative work and media planning to advertising agencies.

Is there a rule of thumb based on the annual budget, or more likely a
fixed number of people?

How many staff would the department need to manage an annual budget of
say €20m (including direct mail and sales material) in a smaller
European country?
