I am building a Lotus Notes application and would like to involve 3rd
party developers for building/imporving certain modules of that
application.

1.) I am looking for sources/websites that list freelance Lotus Notes
developers (with information on their costs (i.e., daily or hourly $
rate or whether they bid for the entire project)

2.) Would like to see if I can get some sort of a "rating" on the
indvidual developers (somthing like the Ebay rating system) so that I
be a litte confident before working with someone I have never met
before.

3.) Also would like some general tips and guidance with working with
freelance/moonlighting developers (e.g., confidentiality,
accountability etc)

  I know about a website that meet all your criteria, let me explain
how it works and how you can get your work done. The site you need

Then you need to subscribe yourself as a buyer, that is, someone who
needs some software development, check out this page to know what

Basically, this is the process you must follow to get your software
done:
1) Post your bid request 
2) Receive bids from coders 
3) Accept a bid and put payment in escrow 
4) Work is done by coder 
5) Receive and approve work 
6) Rate coder 

And this is how this site meets all your requeriments:

Right now there isn't an specific category for Lotus Notes, but this
is not a problem, you can mark your work request as Database or Misc
and put Lotus Notes on the work subject, don't worry about that, there
is a lot of developers that know about Lotus Notes. Regarding rates,
you set the minimum and maximum allowed price and you receive bids
from coders, then you can choose the one you think it's the best.

Regarding confidentiality, you can post your own NDA (non-disclosure
agreement) the coders must return scanned and signed if they want to
know about your project, also you can request they post some feedback
each week about the project progress. Regarding accountability, the
website (RentaCoder.com) manages all the finances through the Safe

Thanks for the information. I found a similar site called
www.emoonlighter.com (I think it is the old www.guru.com website) that
claims to privide a similar service.

I wanted to know which of of the two (www.emoonlighter.com. or
www.rentacoder.com)is more popular among the freelance community. I
want to put my project on only one site and dont want to miss the most
popular site.

Hello:
  Rent a coder has over 50000 registered developers, while
emoonlighter claims to have over 335000. I can't speak about
emoonlighter, but I'm a registered Rent a coder developer and I'm very
satisfied with it and also gives the buyer all the control over the
development process. If you can wait a bit, I'm going to register on
emoonlighter and I will tell you what was my experience. If you cannot
wait, I suggest you to try Rent a coder, there is no obligation and no
cost if you decide not to accept any of the bids.

Hello:
  I subscribed to emoonlighter as developer and I found I need to pay
a monthly fee to access most of the projects. I cannot find a way to
know how many subscribed developers are not basic ones, that is, have
paid to bid for interesting projects, so the 335000 figure could be a
lot less because there are just 114000 IT developers. In any case,
with emoonlighter, in most cases you setup an hourly rate (you can
also setup a total value) and in Rentacoder you setup always a total
value. My advice is that you give Rentacoder a try, you don't loose
anything.

Hi Vicsing-ga,

To start with China and your third request: please forget about
websites and ratings. An increasing number of people (including Indian
companies) is turning to China for programming, but do not expect more
than some good contacts who can you help further. Business here is
rather poorly organized.
