If President Bush were to be investigated regarding his misleading our
nation about Iraq, how would this investigation differ – in form and
process – from the investigations into Nixon’s Watergate or Clinton’s
Lewinsky trial? Specifically, who would do it, and how would it be
done? . . . compared to who (under what auspices) did Watergate /
Lewinsky and how were they done? Will the fact that Bush did not act
alone somehow diffuse his guilt? or is it more likely that
Cheney/Rumsfeld et al would be held accountable, and with what
possible outcomes?

There was a pretty good article a few days ago in USA Today on this
very topic...it might answer at least part of your question. You can
find it at:

"Bush unscathed by investigations. Here's why"

It was a front page article on August 13th.
