Dear Mactavarua,

I have found more than one picture depicting this event.

Clinton1578Sign1.jpg 300 x 199 pixels - 11k , which could be
downloaded from Terumomedical.com
<http://www.terumomedical.com/images/Clinton1578Sign1.jpg> is
accompanied by the byline: "PRESIDENT CLINTON SIGNS NEEDLESTICK SAFETY
AND PREVENTION ACT" and explains a little more about the act.

A much bigger (yet almost identical) picture is titled "Photo of
Signing of Needlestick Safety and Prevention Act (H.R. 5178)" and
could be downloaded from the International Healthcare Worker Safety
Centre at the University of Virginia
<http://hsc.virginia.edu/medcntr/centers/epinet/jjbillphoto.jpg>.

If you would like to use it, you might need approval of the sites'
owners.

Other places where you could see the picture:
"New federal measure protects nurses from needlesticks" Nursing World,
http://www.nursingworld.org/tan/novdec00/needlest.htm

"PRESIDENT CLINTON SIGNS NEEDLESTICK SAFETY AND PREVENTION ACT"
SimsportexUSA http://www.simsportexusa.com/NeedlestickNewsinBrief.htm

"November 6, 2000 - ANA President Mary Foley (far right) and MA Nurses
Association President Karen Daley are among those who look on as
President Clinton signed The Needlestick Safety and Prevention Act."
http://www.needlestick.org/needlestick/nsvictor.htm

One other picture, features "Massachusetts Nurses Association Karen
Daley, MPH, RN, who has hepatitis C and HIV, chats with former
President Clinton following the passage of the Needlestick Safety and
Prevention Act in November.":
From "Nurses Week" ("Sharper images - Despite needlestick law, nonsafe
sharps practices still go unchecked"
http://www.nurseweek.com/news/features/01-02/needle.asp

Another features Dr. Janine Jagger at the same event:
http://hsc.virginia.edu/medcntr/centers/epinet/jj&bill1.jpg

I hope that answered your question. In order to find the answer, I
have searched Image databases (for example:
http://images.google.com/imghp?hl=en), for terms such as
"needlestick", "safety", or "clinton". If you need any clarification
on this answer, please let me know. I'd be pleased to clarify my
answer before you rate it.
