Actually, thebeerguy.ca uses a distribution company (Remo's Last Call)
which in turn obtains the beer from either the LCBO or The Beer Store
(Brewers Retail Inc)... the only two authorized importers of beer into
the province of Ontario.
As for local breweries and wineries; yes, per 3.(1)(e) of the Liquor
Control Act of Ontario (R.S.O. 1990, c.L.18):
"...authorize manufacturers of beer and spirits and wineries that
manufacture Ontario wine to sell their beer, spirits or Ontario wine
in stores owned and operated by the manufacturer or the winery and to
authorize Brewers Retail Inc. to operate stores for the sale of beer
to the public."

So, legally, only the LCBO and Brewers Retail Inc. (which is owned by
Labatt, Molson and Sleeman, the three major Ontario breweries) are
allowed to sell beer in Ontario. In fact, Brewers Retail Inc. supplies
the LCBO stores with beer.

So, seaner-ga, the only way you can sell an imported beer to a
customer in Ontario is if you can work with Brewers Retail Inc. to
have them officially import the beer, allowing you to market and
"sell" the beer (so long as the actual source of the beer is The Beer
