Hi heavylee,
I've located several places you can play in Philadelphia. In addition
at the bottom of this post will be links to all of Pennsylvania if
you're traveling around the state.
I am totally terrible at playing Ping Pong/Table Tennis even though I
grew up playing tennis. It's a great game and I have resigned myself
to observing rather than participating due to my non-skills!
I've provided as much contact information that I could find.

What is a Table Tennis Ladder?
http://www.sportsladders.com/tabletennis/whatisa.asp
"A "Table Tennis Ladder" is designed to help its members find and
schedule competitive matches or games against people of similar skill.
A ladder is similar to a league in some respects, but differs in the
following areas:
A Ladder never ends. There is an ongoing ranking system which promotes
continued play and competition. While there may be seasonal leagues or
tournaments for more focused play, all results will be rolled into the
ladder to allow for continued improvement and activity. You determine
your frequency of participation in the ladder. If you want to take a
couple of months off, you can without being penalized.
You only play when you want to. Matches are not scheduled for you. You
schedule your own matches when you want to play. You can play as often
or as little as your schedule and desire allows.
Match location is flexible. Each match is played at a location..."
