What are various ways I can advertise to/reach graduate students
(besides search engine ads) who are:

(1) Doing online degrees
(2) Enrolled in part-time programs

Please provide the choices such that I can clearly see the conversion
rate using each channel and the costs associated with each.

I am not looking for a general answer like 'magazine ad' or 'buy a
direct marketing list'. I would like you to start with an exaustive
list of all possibilities and names of organizations which can help
us. Then please narrow down your recommendation to a few channels.

Clearly state your reasoning for picking what you picked as top
choices as we are working with a limited budjet and need to optimize
our spending.

Hello, hotmark,

 Your question is an interesting one. However, for the amount of work
involved you might want to consider repricing the question. To expect
a researcher to do a good job of starting with "an exaustive list of
all possibilities and names of organizations which can help us", then
to provide "the conversion rate using each channel and the costs
associated with each," and then "narrow down your recommendation to a
few channels" is a very timely and exhaustive task.
 Secondly, "all possibilities" is an objective opinion and puts a
great degree of risk-taking upon a researcher who may be wary of
leaving out one or two sources.
 You might want to review the pricing guidelines, imagining how many
hours it would take a good researcher to examine, qualify and narrow
down advertising avenues. It may even be that advertising rates are
not published, which would require individual, long-distance phone
calls.
 Just my two cents!

I understand your concern umiat-ga. Update on requirements:

"I would like you to start with an exaustive 
list of all possibilities and names of organizations which can help 
us."

Change to:

"I would like you to start with an 10 possibilities and names of
organizations which can help us target this PARTICULAR market"

It may even be that advertising rates are
not published, which would require individual, long-distance phone
calls.

<< Besides calling them, I guess they can email them or call their
toll-free numbers as well. This should be more manageable after I
narrowed it down to 10 possibilities. Please let me know if it is not
the case.
