I sold something on eBay and the person who purchased it says that if
I don't pay him $xxxx, he will leave negative feedback. I believe this
is extortion, so I will not pay. However, if he leaves a bad feedback
comment, I want to sue him for libel. Please recommend/provide contact
info. for a laywer or law firm in the Atlanta area who might take on
this case. Rates would be appreciated as well.

If you don't pay him $xxx for what?  Did he buy something from you? 
What do you have to pay him for?  I would contact eBay first.

Perhaps a silly question, as I'm certain that you've already thought
of this, but have you filed a complaint with eBay's Safe Harbor?

Such behavior is certainly in violation of the User Agreement:
