I want the manufacturer of a product called Polly Buteleon - which is
a liner for resevoirs to prevent leakage used by the government.

Polybutylene is indeed used as a reservoir liner, but because it's
manufactured in narrow widths it's only used commercially in smaller
applications.

Commercial firms with large reservoirs prefer using polyethylene or
polypropylene for large applications.  Here are a couple of
references, one in the U.K. and the 2nd in the U.S.:
