I am looking for an article from the New York Times between 1989 and
1993 which deals with the New York Public Schools and school
Chancellor Joe Fernandez. Facing fiscial shortages, the chancellor
canceled funding to support a program that explained the workings of
the schools to parents who were to have served on local councils,
which were key to Joe Fernandezīs school decentralization plan.  I
simply need the citation, but please be sure it is the correct
article... It MUST deal specifically with the chancellor canceling the
funding to support a program that explained the workings of the
schools to parents who were to have served on local councils.

Doing a NY Times search requires access to the Proquest Historical
Newspaper database, which is available at many public libraries (but
which is a fee-based service).

A search using Proquest's Boolean rules yields 85 articles between
1/1/1989 and 1/1/1994 using the following terms:
chancellor AND decentralization

Some of them are clearly at the heart of the issue that you're
seeking, such as a 1990 article titled "Fernandez Takes Greater
Control in Local Districts," but none match the various criteria
you've set down in multiple questions here.

I've tried to answer both this question and #249672 and can't do it
with the information that I've found.

Google researchers usually ask customers to break questions down into
discrete issues -- one possible solution for you would be to ask a
researcher to summarize the chancellor's activities in 1989-1994 from
the NY Times (and cancel the 4-5 unique questions that you have). 
It's probably 2-3 hours work to do a decent job of it.

thanks for the suggestions, but i need these very specific quotes for
the research that i am doing.  i have tried proquest and other
databases and as well and come up with nothing.  it is possible that
these are incorrect quotes but i need to be sure of that.  i thought
maybe someone new could find something i havenīt.  after working on
particular questions for a long time, one can sometimes miss something
right in front of them, which is what i thought i may be doing.

Hi elizabeth199-ga,

There are several databases that index the NY Times. I've been able to
lower the search results quite a bit, but I'm still not finding your
article. Do you know if this council program that got axed had an
official name of some sort? and how positive are you that this comes
from the NY Times? I'll keep looking.

Not sure I have an answer for you here, but maybe you can let me know
if I'm on the right track. I've searched the NY Times, to which I have
access full-text. The closest I've come are two articles which talk
about Fernandez's "school-based management" program.

The first refers to a projected "$3.2 million to train teachers and
parents in his new program."

"Schools Chief Seeks Rise in Spending," by Joseph Berger. New York
Times, January 25, 1990, B2.

The second article looked at the experiences of a parent
representative and some of the difficulties he (and others) faced in
attempting to participate in school-based management programs when
they didn't understand jargon and educational policies. etc.

"A Parent Representative Feels His Way," by Joseph Berger. New York
Times, December 1, 1990, 27,

I can find nothing referring to his cutting anything equivalent to
this program.

hi there.  i wish i could give you more information, but i am
researcher myself and giving you only what i have been given.  i am
not able to find much on this-- although it seems like the council
might actually be called a committee?  i was told this was from the
NYtimes, but since I havenīt found it there, I have speculated that it
was, in fact, from another source.  it may be a mistake and not exisit
at all.... sorry that is all i know...

sorry for not responding sooner.  i have been out of town.  i guess
you are on the right track with the articles you listed, but i am
pretty sure the program was eventually cut.  i'm still searching too
and it may very well not be out there.  thanks for your hard work...
