I am looking for an article that has the quote "Chancellor Mounts an
Assault on Decentralization" in the title or in part of the article. 
It must be that exact quote.  It is probably in the NY Times, but it
could be somewhere else.  It must be between 1989 and 1992. I need the
citation, and, if the quote is not in the citation, the part of the
article that contains that phrase.  Perhaps the phrase does not have
"an" in it.  So it could be"Chancellor Mounts Assault on
Decentralization"

I found an article with the phrase "Chancellor Joseph A. Fernandez
mounted a frontal assault yesterday on New York City's decentralized
school system" in its first sentence.  Might this be the article
you're looking for?

Thanks for the help, but, unfortunately for both of us, I need the
exact phrase, which, very well may not exist or could be in another
publication rather than the NYTimes.  But thanks for the help.  Sorry
it isnīt it....
