I need an article likely from the NY Times, but could be from another
publication, with the exact phrase "School Decentralization Goes
Awry."  Please provide citation and, if the quote is not in citation,
then the part of the article with the quote in it.  Must be between
1989 and 1992.

My personal interest in this led me to search for your article. I
think we have many "systems of schools" these days, and very few
"school systems" remain.

(Sorry, I couldn't resist the soap box.)

Check this out. It's a rehash of the 1968 NYC debates over
decentralization which went terribly awry.
