You will need to be more specific in order for us to find a hosting
service that will satisfy your needs as well as your price
requirements.

Could you clarify why this needs to be a Windows hosting service?  I
assume this is because you are hosting something more than just static
content.  Do you need ASP support?  ASP.NET support?  SQL Server
database support?  Frontpage extension support?  Do you have a minimum
size requirement for your site/application?
