Well, Mr Tharoor is the most obvious choice since he's a high-ranking
person at the UN, and he seems to do the "guest speaker" thing more
than anyone else.
If you're looking for other options, though, I did see a few
references to Ralph Zacklin, Asst. Secretary for Legal Affairs, doing
occasional guest speaker appearances, including one at a conference in
Melbourne last year:
