Iwas talk to a seller (ebay.com). I want to make an order. Since I
don't have paypal account, I asked him, wheater he accept payment made
through Visa Card.
and  this was he said:
PLEASE EMAIL THE FOLLOWING INFORMATION SO WE CAN PROCESS THE ORDER
 
1.DO NOT BID ON EBAY!!!!
2.I NEED THE NAME AS IT APPEARS ON THE CREDIT CARD
3.THE CARD NUMBER W/ EXP. DATE
4.THE CARD BILLING ADDRESS
5.THE ADDRESS YOU WANT THE GOODS SHIPPED TO
Tell me is this a legit way. What I have to ask him, to protect my
self from fraudulent .

If the seller does accept credit cards, then as far as I can see he
has no need of the card details until your bid is finally accepted.
Even then, it is generally accepted that credit card details should
not be sent by email, as email is not encrypted, unlike a secure web
page.

Asking you to not bid for the item in Ebay seems like a contravention
of Ebay's conditions and does not inspire confidence, in my opinion.

You could ask the seller for his full postal (street) address and
check he is listed in the phone book or electoral register (if he is
in the USA this information is usually available free online) before
you bid, and then write to him (by post) with the card details only
after your bid is accepted.

Selling outside eBay is against eBay rules, as well as not very clever
- nothing ensures that the seller will not hussle you.

Giving your credit card information in an email is extremely unsafe
(in general, not only regarding eBay).

I leave here some instructions how you could contact them: 
Go to eBay (www.eBay.com, or the eBay you use, such as www.eBay.co.uk,
www.eBay.de)
Click on "Help" on the top right corner. 
Click on "Contact Us" 
Choose "Report Problems with Other eBay Members" 
Choose "Selling Offences" 
Choose "Seller offered to sell an item outside eBay"

Click "continue", "email us" and describe what happen, as you did to
us. I am saying that, because the credit card issue is also important
- this person might be defrauding you, although it might be an
"simple" attempt to sell outside eBay.

DON'T DO IT!

This looks VERY risky.

Be particularly aware of vendors in Nigeria, Indonesia, Philippines, etc.
