Where can I find the Request for Proposal for the "Automated
Commercial Environment" system for the US Customs?

I know IBM won this bid in 2001, but cannot find what kind of RFP they
bid for.
URL for the actual RFP is ideal, but directions and contacts to
offices or libraries where general public can gain access to the RFP
is good, too.

Some background info follows:

ACS (Automated Commercial Systems)
ACE (Automated Commercial Environment)

ACE development program began in 1993, to replace aging ACS.
130 million dollars (10% of entire ACE project) approved by Congress
in December, 2000.
US Customs outsourced ACE's system maintenance to IBM in April, 2001,
for 1.3 billion dollars over 15 years. (This is the RFP I'm looking
for.)
In October 2002, Customs Modernization Office approved ACE's system
design and gave permission to proceed to implementation phase.

Hi. I have some ideas on how you may find this-
1. Go to the Customs web site-
www.customs.gov
Click on "questions" in the top-center. Register (it is free) by
clicking the log-in tab and post your question. (Use the "help" tab if
necessary. My experience is that Customs will post an answer within a
few days.

2. Contact the Customs Trade Relations Director, Andrew Maner, Tel.
(202) 927-8727 and ask him your question.

3. Contact one of the U.S. Customs ACE specialists, more info. at this
link-

3. My employer uses a consultant in Washington, D.C., that can either
obtain a copy of this for you, or help file the necessary papers to
obtain a copy. If the above do not work, e-mail me and I will give you
the info. The consultant charges approx. US$350 per hour.
