Hi willyb!!
The Portugese league table ranking method has changed since the season
1998/99.
The current ranking rules are (follows a free translation of the
regulations):
Article 8:
3.- In the competitions disputed by points it will take the following
table:
3 points for each win,
1 point for each draw and
0 point for each loss.
4.- The ranking will be made by the following criterion:
a)Number of points reached per team.
If two teams have the same total of points, the following criteria are
applied:
b)Larger difference between goals converted and goals received in the
matches that they carried out between themselves.
c)Greater amount of goals converted in the other team field (as
visitor) in the matches that they carried out between themselves.
d)Larger difference between goals converted and goals received in the
whole competition.
e)Greater number of victories in the whole competition.
f)Greater number of goals converted in the whole competition.
5.- If after the application of the succesive criteria of the point 4
the teams still are level, the following criteria are applied:
a)The teams must face each other in a match at a neutral ground; if
after the mach the draw persist the match will be prolonged by two
added periods of 15 minutes each one. If after that no team takes
advantage, the winner will be defined by penalty kicks.
b)If there are more than two teams leveled, a single-round competition
at a neutral ground will be define the positions in the ranking.
c)If after this competition we have another draw, the ranking will be
defined by the application of the criteria of the point 4, limited to
this competition.

You can see the application of this rules, for example in the season
2002/03:
http://www.rsssf.com/tablesp/port03.html
A B C D E F G A' B' C' D' E'F' G'
7.CS Marítimo 34 13 5 16 36-48 44 [2 2 0 0 4-1 6]
8.Gil Vicente FC 34 13 5 16 42-53 44 [2 0 0 2 1-4 0]
What each column means?
A: Matches played.
B: Wins
C: Draws
D: Losses
E: Goals converted.
F: Goals received.
G: Points.
The numbers between square brackets correspond to the matches between
the two teams.
[Dec 15]
Marítimo 3-1 Gil Vicente
[May 11]
Gil Vicente 0-1 Marítimo.
Both teams has the same amount of points, applying the rule 4.-b) we
have that the CS Marítimo must have a better ranking position.
In the same season we have another interesting example:
12.Moreirense FC 34 9 12 13 42-46 39 [2 1 0 1 3-3 3; 2ag]
13.SC Beira-Mar 34 10 9 15 43-50 39 [2 1 0 1 3-3 3; 2ag]
[Aug 25]
Moreirense 1-2 Beira-Mar
[Jan 19]
Beira-Mar 1-2 Moreirense
As you can see here after the criterion 4.-b) both teams are still
level, follows the criterion 4.-c) and the draw persist, finally by
the criterion 4.-d) we find that Moreirense team deserve a better
ranking position.
In regard to the leagues 1994/95, 1996/97 and 1997/98, the first
criterion is:
"Larger difference between goals converted and goals received in the
whole competition"; followed by the "Greater number of goals converted
in the whole competition" criterion.
You can see as an strange example at the season 1996/97:
8.Marítimo 34 13 8 13 39-38 47
8.Estrela Amadora 34 12 11 11 39-38 47
Both teams has the same position in the ranking because the two
criteria didn´t break the deadlock.
