I need to be pointed to an audio or video clip of the Simpsons episode
where Bart (and family?) visit Toronto Canada. The clip should mention
Canada or Toronto in some way, and should be at last 10 seconds in
length. It also needs to be of reasonable quality (16hz or higher).

Hello jhabley!

Thank you for an interesting question.  As a harcore Simpsons fan, I
know that the episode that you're referring to is The Bart Wants What
It Wants (DABF06), first broadcast on February 17,
2002(http://simpsonsgazette.tripod.com/simprus13.htm).  I have made
available two audio clips of the show for you below, each longer than
10 seconds, and each mentioning either Canada or Toronto.

Clip 1 (21 seconds):

Bart is informed that his ex-girlfriend is going to Canada, and he
asks his parents to visit Canada.

Clip 2 (16 seconds):

Conversation between Bart, Homer, and a Canadian.

There is a web page called Canada, eh
(http://ccr.ptbcanadian.com/simpsons/) which has a link to a Global
news clip about the showing of this episode that you might be
interested in viewing.

I believe that both of these clips meet your requirements.  They're
both encoded as MP3s.  If you encounter any problem with any of them
