I am building a consumer product prototype and looking for a solar
cell similar to those found in the lights sold at Costco curenttly.
The cell is nice packaged to be water tight and the enclosure/lens
does not add very much to thickness as compared to some of the hobby
kits I have access to.

Where is a good source of OEM solar cells for consumer products ?

Desired sizing is 2" by 3", volt current ratings flexible since this
is used to charge batteries and not power the target circuit.

Well, I have come across a few places that you can get what you are
looking for.

Starting with the most likely, we have Silicon Solar.

Specifically, I think their product #HG-SC-2 is very close to what you
are looking for. This product has the following specs:

HG-SC-2 
Size: 2.5" x 2.5"
Operating Voltage: .58v
Short Circuit Current (mA): 1300
Operating Current (mA): 1200
In quantities 1-49 $3.25/ea

I'm betting this is the place that will satisfy your needs... BUT!! I
got more info, so let's give you your money's worth, eh?
