Heathcliff was a cartoon shown in the UK (and other places I imagine)
in the 80s, and possibly early nineties. I remember at the time that I
noticed that another cartoon had a tune (not words) that was really
similar in a certain part. 

The similar part is:

The gang will rein supreme,
and no one can deny.
They’ll make some history,
and always have an alibi.

Do you recall anything about the characters or the concept of the
cartoon? Was it another cat cartoon like Heathcliff?

I have a feeling that there was a lot of adventures... like going to
other places, possibly in a plane. I kinda thought that there might be
some mice (or other such rodents) involved... kinda like Rescue
Rangers, but I know it's not that.

If that's not the case however, I thought there might be ducks in it,
like Duck Tales, but I don't think it's that. The plane might have
been involved in some sort of business, like delivery. I may just be
mixing memory's though.

I don't think it was a cat cartoon though.

Any recall if the cartoon was anime (Japanese) or Disney or not? I
also want to rule out other possible categories that the cartoon was
*not* in, so it would be easier to look for.

I really don't think it was anime. I don't know if it was Disney...
but it seemed a Disney "style" cartoon. I don't think it was Hannah
Barbara. It was all bright and cheerful, with very defined images and
colour.

I don't know what categories there are so I can exclude them.

I just remembered that Heathcliff had a companion cartoon called the 
"Cadillac Cats".

From what I remember from that cartoon, "Riff Raff"(The Main
Character) wore a white beret,Mongo was a big purple cat, and Sonja
looked liked a persian cat.

The "Heathcliff" theme song was written by Haim Saban and Shuki Levy.
Some of their other cartoon themes were for "Inspector Gadget,"
"Spider-Man," "Rainbow Brite, and "Mighty Morphin Power Rangers."

You might want to look through the credits of Saban and Levy, and see
whether anything rings a bell:

I looked through the lists and didn't see anything that I thought
could be it. Oh well.
