Please provide a list of Vietnam IPs. I know 203.x.x.x is from Asia
but I don't want to ban my friends from Japan/Australia/NZ.

I need it for my .htaccess file to avoid fraud cc payments. If not
possible then please suggest alternative. Thanks.

How do I read the information? Do I look under CIDR? If so, is the
following IPs correct? e.g. 203.113.128.x, 203.160.0.x, etc (btw
what's does the */18, */19 mean?)

I'll be using it in my .htaccess file, so please explain clearly.

Hello whizhost-ga,

The ranges of addresses listed under the "IPv4 Range" heading are
those that have been assigned to Vietnam.  Use these addresses in your
access file to control access from addresses originating in Vietnam. 
You don't need to worry about the CIDR column.

Let me know if anything here needs clarification.
