Hi jashnimal!!

Thank you for asking to Google Answers.

I live in the city of Buenos Aires, Argentina; so I am in a good
position for help you.

In regard to your friends situation I cannot say nothing, but you must
know that because the economic crisis, a lot of people have no more
access to banks accounts and/or credit card, without those Paypal
becomes useless (to convert a Paypal payment into cash you must have a
bank account or a credit card). Also some credit cards (specially from
Argentinian based banks) are not accepted in other countries and
foreign companies, this may include Paypal.
So it is very probably that your friend are telling you the truth.

Don´t worry, I can show you some good ways to send the money to your
friend.
Monthly I receive a check (in US dollars) from the USA from an account
in a USA bank. I change it for pesos without troubles and paying a
small comission fee (about 3% of the total). You must send the check
via mail to your friend, and when he receive the check he must go to
the Banco Piano to change it for pesos. Note that he can change it in
almost Exchange Offices, but they take bigger commissions and
sometimes take weeks to change the check. Banco Piano change the
foreign checks inmediatly.
Banco Piano is in the downtown of Buenos Aires:
Casa Central: San Martín 345 (1004),
              Capital Federal.
Tel.: 4321-9200/4326-9004
E-mail: info@piano.com.ar

If the check isn´t a good choice, you can try using iKobo:

Money Transfer.
It is fast, easy, secure, and Inexpensive.

2. Send money using your credit/debit card.
iKobo sends the person receiving the money an i-Kard (ATM card).
3. The person receiving the money takes the i-Kard to any Visa Plus
ATM to withdraw cash. iKobo sends the person receiving the money an
i-Kard (ATM card).
The i-Kard is re-usable. Once the person has an i-Kard, they can
receive money from anyone, anywhere in the world - in less than 30

4 - Send money from the iKobo website. The money is sent to your
recipient's iKobo "i-Kard" (a reloadable ATM card). If the recipient
does not yet have an "i-Kard", one will either be delivered via
courier. The i-kard first-time delivery cost is $15, remember that the
i-kard can be reused for the following sendings.
NOTE: ATM is a Bank Cash Machine or Cajero automático in Argentina.

5 - The recipient goes to an ATM with their i-Kard and PIN and

clicks of your mouse. Funds can be accessed immediately with the
i-Kard.

-Instructions for Receiving Money-
When you receive money through a Send Money transaction, you will
receive an e-mail notifying you that someone has sent you money.
In order to receive money, the recipient must have an iKobo card. If
the recipient does not yet have an iKobo's card, an i-Kard will be
sent via courier. Money can be received at any ATM displaying the VISA
PLUS symbol.

First time the iKard almost takes two business days to reach the
recipient, this iKard can be used for the next sending of money and
the money can be accessed inmediately.

In fact - if you sent a draft from USA to be collected in Buenos
Aires, let me add that it should be issues ONLY BY A BANK, and not by
a person.
Otherwise, Casa Piano - and I think none as well - will accept the
check, as they do not know if the person has funds or not in his/her
account.
But with a Bank Draft, they assure themselves they will collect that money.
