I believe the movie you're talking about is called Cookie's Fortune.

It's a humorous southern ensemble piece, directed by Robert Altman. 
Patricia Neal plays a pipe-smoking old woman (Jewel Mae "Cookie"
Orcutt), who in one early scene seems to catch a man breaking into her
house and stealing some guns.  Turns out they're actually friends -
he's her faithful handyman Willis (played by Charles S Dutton).  He's
not stealing her guns - he's cleaning them.  In the ensuing
conversation, they keep a playful running count of all the things
they've done wrong against each other over the years.  It's that scene
that I believe contains the line you're looking for.

(Soon thereafter in the film, she commits suicide - wanting to join
her beloved late husband.  The rest of the plot follows her scheming
family's attempt to cover up the suicide, as they find suicide
'undignified'.  Willis is falsely suspected, but everything turns out
happily...)

The movie was released in 1999, and other cast members included:

Unfortunately, I couldn't find that exact quote - but I did find
several that were close, although not from a movie or a film. As such,
I won't post this as an answer - just a comment. If it is an answer,
leave word here and I'll then mark it as answered.

So what was close - here's two:

Basic Laws of Sefirat HaOmer - or what is known as Counting the Omer,
allows for a person to count each day but only once. So, if asked for
a reminder of the Count - and you respond "...Tonight we count
forty-eight, the person who responded in that fashion has already
counted(!) and may not count again..."
