Hello robwin-ga,

There are lots of resources available for you on worldwide
public/private partnerships in the management of wetlands. I’ve
collected a sampling of projects to show you the range of activities
in this area. I’ve also collected some resources that will help you
choose from hundreds of additional projects that fit your interests.
In addition, I’ve also listed a variety of organizations and other
resources that will provided further information about US and
international projects. It is apparent from some of the news articles
I've found that wetlands partnership legislation is a politically
sensitive and controversial subject.

Please ask for clarification if you need additional information about
the material I’ve collected for you.

Good luck with your projects.

Innovative Public-Private Partnership Creates Red River National
Wildlife Refuge
U.S. Fish & Wildlife Service, August 26, 2002
Natchitoches, La. - The nation's newest wildlife refuge was dedicated
today by Interior Secretary Gale Norton in a ceremony highlighting the
partnerships that made it possible. The Red River National Wildlife
Refuge in Louisiana owes its existence to Entergy Corporation, The
Conservation Fund, The U.S. Fish and Wildlife Service and other
volunteers.

"The dedication of Red River National Wildlife Refuge represents a
triumph of cooperation and partnership in the service of
conservation," said Secretary of the Interior Gale A. Norton. "Thanks
to the contributions of Entergy and The Conservation Fund, the new
refuge will provide habitat for fish and wildlife while offering the
citizens of Louisiana recreational opportunities. At the same time,
the restoration of the bottomland hardwood forest will remove 240 tons
of carbon from the atmosphere each year, providing cleaner air"

There's More Than One Way to Protect Wetlands
By GALE NORTON and ANN VENEMAN
WASHINGTON — Every year, the federal government and Americans across
the country preserve, restore and enhance thousands of acres of
wetlands through cooperative conservation efforts, partnerships and
voluntary programs. Unfortunately, that's not the news that most
Americans read about. Instead, the focus has been on the wetlands
regulatory program.
These figures also do not take into account the expansion in citizen
stewardship and cooperative conservation programs under the Bush
administration. These efforts accelerate wetland protection through
private-federal collaboration. For example, under the Interior
Department's Partners for Fish and Wildlife program, landowners
restored 48,800 wetland acres in 2001 and 65,000 acres in 2002.

President Bush wants to build on these efforts. The president's 2004
budget includes a $9 million increase for the partners program and
adds $25.5 million to the refuge operating budget. The Agriculture
Department budget calls for a 72 percent increase in financing for
wetland conservation efforts on farms.

Last May, the president signed a farm bill that expanded the
Agriculture Department's Wetlands Reserve Program. Through this
initiative, which encourages farmers to rehabilitate wetlands and
control agricultural runoff, we will be able to restore 1.25 million
acres of wetlands — a land area roughly the size of Delaware — over
the next five years. This acreage will supplement the roughly 1.28
million acres already enrolled in the program.
