I am looking for plastic-type of material that are desktop laser
printable as follow:
Size:  4"x6" sheets preferable but 8.5"x11" or larger is OK,
Thickness:  10 mil preferable, min=9 mil, max=11 mil,
Color:  Opaque white
One side has to be color laser printable,
The other side has to be b/w laser printable or thermal transfer
printable,
Glossy or matte finish does not matter as long as it has strong
adhesion to the toner (does not rub off) or thermal transfer ribbon as
the case may be,
Material can be any type of plastic like styrene, PVC etc., but it
needs to have rigidity at least that of photo prints developed from film
or those temporary ID or customer loyalty cards issued by many places
(material like Teslin is NOT rigid enough),
Application is for making custom printed flash cards for children with
special needs so it needs to withstand handling,
If a special color laser printer is required for printing on these
plastics, it must cost under $3,000,
Ideally available in small quantities but minimum order for the
plastic sheets must not be over $500.

If you're thinking of running a credit card-type plastic (usually
laminated PVC) through an ordinary deskjet printer, say Epson Photo
Stylus 830, that certainly wouldn't work, since it would damage the
printer. It's very rigid, so it's thick. But on thinner plastic, I'll
see if there's an inkjet-friendly thing out there, though it seems
unlikely.

Back in the day I used to run special plastic transparencies through a
laser printer and/or Xerox machine, to create overhead projection
pages for presentations.

What I was think was perhaps you could start with this, then laminate
the resulting clear plastic (not very stiff) to an opaque rigid
plastic card of the desired size.
