Ive heard so many others express similar sentiments that Im sure
there must be something to them. In any case, it ought not be
terribly difficult to locate competent Photoshop designers from India.
Since you dont state whether your project is in web design or some
other type of graphic design, Ill try to provide sources for as many
types as I can find, since Photoshop can be used for a variety of
projects.

You might try Freelance Designers: Design Services Search Engine
here: http://www.freelancedesigners.com/search.cfm If the search
return isnt displayed, simply type in: photoshop design freelance
india (without the quote marks) into the box. I received many pages
of resumes of freelance Indian designers. If, for example, youre not
interested in a web designer, then just add -web (without the quote
marks) to your search string to eliminate those.
Another similar resource is BrainTrustIndia, a searchable database of
Indian software professionals, here: http://www.braintrustindia.com/

A very elegant global directory/search engine of design professionals
that will let you search by country. You can also modify the search
to include design specialties, which youll likely want to do, as
there are nearly 500 listings for India. See here:

map, youll get a popup menu of countries, of which India is one.
Click on that and youll get a listing of individuals, and the
modification feature is located on that page. Once you get it
narrowed down, then you can read the brief descriptions and choose
which youd like to click on for more detailed information.
Another service is at Freelance Contractors Directory, where you can
search resumes by specialty and country. You can also register (free)
to post your project for bidding on by prospective contractors. India
is included in the country list, and my search (on photoshop and
india) returned 45 pages of results:

Many thanks for your prompt & apparently marvellous answer.
It looks great but I've drunk too much champagne to do anything as
arduous as 'rating' your answer tonight. (I might hit the wrong button
and be over-generous with my tip.)
(I worry that, with $5,000 or so in your pocket, you might go off the
rails.)
But, please, watch out!
I get up at 5 a.m. every morning, so expect some excitement about 6½
hours from now. (Here in the UK, it's now nearly 10.30 p.m.)

Oh my, Bryan, too much champagne? Of course, *I'd* never be in such a
state at 10:30 pm. Sure (hic). Matter of fact, I intend to begin
about two hours from now, or around seven our time. That is, not
champagne, since we have none in the house at the moment, but I've
been thirsting for a nice cold beer (hey! I'm an easy keeper, what can
I say) for a couple of hours now! Just waiting for dinner time (nice
t-bone on the grill with a good green salad on the side). Oh dear,
now I'm making myself hungry as well as thirsty!
